Heat the oil in a large Dutch oven over medium heat. Add the onion, carrot, celery, garlic, and thyme. Cook until the vegetables are tender, about 10 minutes.

Pour in the stock or broth and bring to a simmer. Stir in the diced tomatoes with their juice, tomato paste, bay leaf, sugar and salt and pepper to taste. Bring to a simmer again and cook for 10 minutes. Add the cooked fish and parsley and cook until heated through, about 5 minutes more. Discard the bay leaf before serving hot.
